Is there an applicator designed to apply the correct amount of glue in the right place for a domino?

Hi, Perry. The trick is to apply only a thin coating of glue to the inside of the mortise and the domino tenon. More than that and you may have a problem getting the tenon all the way in the mortise. If you don't coat both, you don't get a good bond.
For the tenons, I use either a small foam brush or a polypropylene spreader sold by woodcraft:

For the mortises, the woodcraft spreader works great, much better than an acid brush.
Hope this helps.

i usually don't make the tenons tight to avoid the hydraulic problem and if i need them tight i will cut slots on the side or use woodcraft tenons that way you get plenty of glue and use a acid brush
