Jersey Frame

I have been petitioned by one of the guys that I work with to make some frames for a couples of hockey jerseys that he has. I have made tons of frames for pictures and prints but never one for a jersey. I have seen them and know exactly what he is talking about but no one has been nice enough to let me take one apart to look at the construction.

So my question is does anyone know how these are constructed or if there are plans available as I have not been able to find any?
