Can anybody tell me the capabilities of inkscape from a vinyl cutting point of view? What can I do with images? Can I vectorize them or make the easier to cut with this program?

Inkscape is a graphics program like Corel. Not sure what you mean by can your vectorize an image. You mean a photograph? It does have a trace feature that will convert a bitmap into a vector file. I haven't used it much more than playing around with it. It's not the best.

Inkscape is a vector based program, so anything you draw is certainly ready for a plotter. I'm not aware of any plug-in's that would allow you to cut directly from it, but there may be some out there.

I am looking for something that can take jpegs and bmps and change them into eps.

try vector magic great software......try out an demo you will be amaze how good it does eps

You can use Inkscape, but also Corel, Vector Magic, or Adobe Illustrator. Also, better vinyl cutting software does raster to vector conversion.
