If you have a phenolic sheet made by laminating phenolic-impregnated fabric or paper, I suggest roughing the surface of the area you want to join with maybe 80 grit sandpaper and then using a two-part epoxy adhesive and clamping until the epoxy sets.

Phenolic sheet is not easy to stick to anything but if you get the glossy surface off and you're adhering the base fabric or paper substrate you have a reasonable chanec of success. If you can find a mechanical means other than adhesive -- screws, dowels, biscuits -- you'll probably have a better joint.

(A long long time ago I worked in the phenolic laminate business.)
