chatter tool

I think i have seen on this forum plans or tutorial on how to make a chatter tool, but can't seem to come up with any thing now. Does any one recall anything like this?

I remembered an article in Wood Magazine which I looked up. March 2007, Issue 175, Page 48. There is also another listed on the Wood site that is June 1999, Issue 115, Page 78. You may be able to order back issues if you do not take this magazine. Other than this I can't be much help. Good luck
