Really depends on the mill mechanism you intend to use. I use crush grind mechanisms with the shaft. IIRC you start with a 1-3/4" or 2" if you want a wider base, then switch to 1-9/16 (39mm) followed by 1-1/16". Woodcraft has some instructions somewhere on their site.

Well that didn't work. Any way go to projects, peppermills, and you can find the pdf.

Just made two sets of salt/pepper grinders and I used a 1" and 1 3/8" forstner bit and a 1/4" bit. (What I had on hand) I had to lightly file the edges of the stamped metal piece that holds the grinder in place and ease the end of the opening in the chamber very slightly for the mechanism to fit in. I had to drill through from both ends as the shaft of the 1" bit was too short. (I made 8" grinders.)

Since you are buying anyway, get a 1 1/16" forstner bit for the salt/pepper chamber so the grinder mechanism will fit AND a bit extender if you do not have one so you can drill from one end only. Also a bit a little larger than the 1 3/8".
