Just a WAG, but looks like someone was in the process of making some long reach cutters which would use carbide cutters (intended for metal lathes) for wood lathe use.

Depending on the diameter of the rods in the first pic, could be home made tool rests. The second pic with the hollow sq. tubing could be legs from a home mad spindle support for hollow forms...just my .02 cents

The steel rods in the first pic are 1/2" and the top (or bottom in the pic) is 1" square. Yes, the small square sections welded onto the same size rods (second pic) look to be high speed steel cutting tools for machinist work. Sorry to say I don't have access to the original owner of this stuff.
