This is a Danish chisel. I have a few of these, but I have absolutely no idea who made them. Been searching too, but nothing comes up. If you ever find out, let me know.
It looks like it was a jointer plane that was just shortened. Maybe the photo is misleading, but that uneven surface on the front look like cut marks to me.
